1. forever 21 has really really cute stuff and its pretty cheap!!! they have cuteee tunics=) especially the ones with prints, cute buttons, etc. old navy is really cheap too. and for shoes payless (theyre having a sale right now) o and aeropostale is cheap but their clothes are a little boring, but you can usually find a few cute things.
2. Depends on what department you are in juniors-misses-womans.... but I've found khols always has fairly good bargains on cool clothes. Hope this helps! I'm still in the juniors department, and I'm guessing you aren't but khols is the way to go

4. Most cool stores in the mall have a clearance rack in the far back of the store. Go in and look at that first. You can also check on their websites. Aeropostale and Old Navy (as the other people have mentioned) are genereally cheap plus they have awesome sales all the time to be even cheaper. I got like 10 shirts, four pairs of pants and a scarf from Aero last summer during one of their online sales for $150.

6. ..ehrm..it depends on your budget. Some brands are cheap but boring, while others are exciting but expensive. Try looking at all your local department or clothing stores to see their price ranges, so you can compare them fairly and know which ones are in your budget.
