Can anyone tell me where companies get funny t shirt templates?

You see many t shirt companies selling the same funny and offensive t shirts. Where do they get the templates from?

1. My wife works for a company that prints T shirts, hoodies etc and they have a design team that create their prints from the computer to printing the garments. You can use many programs such a paintshop etc but the expensive part is the hardware for producing the artwork for the printing. A cheaper way is to create and use your own stencils similar to the way wall art is created
