  1. These work really well http://shop.hobbylobby.com/wearables/paints/paint-sets/ If u dont have a hobby lobby i think wal - mart and micheals carry them too Hope i helped!!
  2. Any "fabric paint" should work on t-shirts (or you can just make your own fabric paint with acrylic paint + textile medium** which will keep the paint more supple on fabric when it's not just small expanses). And most any acrylic paint should work for splattering. However, I'd check out various paints on *black* fabric though since the paints may vary in concentration and/or thickness, and not be as vibrant on dark colors as light ones. You may want to check out "dimensional" or puffy paints too since they're likely to be thicker but don't know how well they work for "painting" as opposed to splattering or making patterns of dots/lines/etc. Do a trial run to make sure the paints do what you want (or have time to think up another way to use them), and that there aren't any unforseen problems though. ** http://www.google.com/images?q=textile+medium HTH
